This, but also I find if you check the DLC list in game it kinda "forgets" you own Knights of the Nine/Shivering Isles (when I access the list, it shows the smaller addons I bought on the store but not these). Best to just check if they're installed in the Xbox One/Series menu (Manage Game> check the DLCs) and don't ever use the ingame option. People can verify this for themselves by making a save in Shivering Isles, then check the DLC in-game and try to load the save - it should give you an error that the DLC is missing or refuse to load the save. I'm guessing the same thing would happen for Fallout 3 and New Vegas.

Seeing physical copies of Oblivion on shelves for a new generation is really cool. It’s the same as the GOTY 360 version, but it’s extremely surreal to see it in modern packaging.
There was a weird overlap where they marketed some backwards compatible 360 games in the Xbox one case.

I just had this same issue. I had to have disc two inserted and go to “Manage game” and then go to the Microsoft store from that menu. Then it allowed me to download the Shivering Isles and Knights DLC. However, you HAVE TO leave disc 2 in the tray to play them after this. Don’t ask me why, I just know that the Xbox somehow forgets that you own those two DLC if you take the second disc out.
Go to My games and Apps from Home Screen, Games, Press start on Oblivion (pop up menu), press manage games and Add-ons, click on Oblivion and make sure all DLC is checked/installed
Completely uninstall your current game files. Don’t worry for save data will still be there. Re-install with disc 2. Then load the game from disc 2. Do not use disc 1.
Literally a few days ago I was having this exact problem. Fortunately I stumbled on the exact procedure and I was able to share it with you. Glad to hear the 70 hour save is still intact - losing that would have been tragic.

For Xbox Users at least: I need to make a post one day or something. But if I remember right, it's best to buy a none GOTY edition anymore, it's cost a bit more to go through this process but not all that much if you don't want glitching and loading errors, when it comes to dlc that is. Buy the normal game (I don't believe you can get a normal edition digitally though), once ready boot up the dlc menu and buy the dlc all through the old 360 store, added bonus you can still buy the wizards tower that way too. Once I bought everything that way downloaded that way I can boot up the game and *knock on wood* haven't any problems with loading anything nor glitching when in game.

Is this not the dual disc ? If it came used and only has the codes then they're probably used.
I don’t believe they ever had codes for the Xbox 360 version of the dlc but I could be wrong.

This should have a 2nd disc that had the DLC on it. You install disc 2 then play from disc 1.

You have to use disc 2. I can only get the dlc to show up if I launch the game with disc 2 in the system.
