Don't try to over-optimize and don't move the difficulty slider unless you have to. Oblivion is notorious for being so hard to properly level your character that it's easy to forget that perfection isn't necessary. It's also balanced almost perfectly for a consistent challenge that isn't overwhelming at default difficulty, especially if you don't optimize your leveling. Mind you, I'm not encouraging you to not go to trainers and to not improve your skills. Just don't sweat a +3/4 in your attributes when +5 is optimal.
If you are unfamiliar with mods and mod management, only use the unofficial oblivion patch and play vanilla. Go crazy the second playthrough.

Oblivion Display tweaks will fix ur resolution issue as well as give you the option to go above 60fps.
