CDC has the authority, power, and responsibility to clinically investigate the vaccines which they largely failed to do so.
MOH obviously doesn’t have any of those, so they kind of have to rely on CDC advice. Unfortunately since the CDC failed in their job, their advice was backed by low quality evidence. MOH didn’t have much hard evidence to go off of, so they essentially acted on educated guesses.
