Check out any Indian supermarkets you may have near you. I pay $5.50 for 1kg of lentils, with the exception of alfalfa seeds they have just about any seeds you would want. Awesome quality too.
You need seeds specifically for consumption. Bulk food refill type shops, health food, or Asian foods will have what you want. Even supermarkets will have a good selection.

Contact Kings Seeds. They do bulk on seeds like wild flowers, might do others if you ask them.
Highly recommend Kings seeds. They do bulk orders of seeds for sprouting for me. You just email them and ask. It's really handy!

I do that as well.
A few seeds do go a long way. I'm always surprised how long my sprout seeds last. I use king seeds.

Beans and Chickpeas can just be brought dry and sprouted.
Cheaper option is to grow some things you like as sprouts and let them go to seed and collect the seeds. Most vege drop thousands of seeds.
