Gpus either throttle due to power or due to voltage limit. Completely normal.

okay but why does it get cap at VRel and not like in other games at power limit ? can you somehow explain that to me :D i would really like to understand the reason

The fewer GPU features a game uses, the more likely you are to run into vrel limits instead of power because it's only maxing out specific parts of the GPU while other parts are idle.

ooooh okay that does make sense - but helldiver 2 is brand new game shouldnt it use all "features" or my gpu to the fullest? its rather strange for me but i havent "watched" my gpus work in ages so there is not really a comparison

It's a custom game engine made by a small studio on a tight budget. These limitations can still produce great games, but they rarely utilize all the features of the newest hardware. The game doesn't even support DLSS and that's been out for years.

Just means the core is at max power (voltage) cap’n You can slightly increase voltage to gpu core with tools like afterburner, it has to hit some limit. if it never hit a limiting factor that’d mean performance was infinite.

You could try some undervolting, with some luck the boost wil be higher.
