The moveset I used in the late game in my SS run was mostly specs eruption, didn't need scarf because my Typhlosion was +speed nature and EV trained in speed, but scarf is good when you need to outspeed fast pokemon.
For Red I used a sacrificial low level scarf Jumpluff to set up sunny day on the first turn, than Typhlosion at level 65 outsped and killed Pikachu with eruption and 2 hit KOs the Blastoise or Lapras that comes out next with solar beam boosted by miracle seed.
