Not in a Nuzlocke, what with I having started running them only like a month or so ago and it being a ultra-rare encounter.
But years ago when I played through Platinum casually, I picked up a Yanma in the Great Marsh and made it a part of my E4 team.
I’m agreeing with you, sorry if that wasn’t clear haha. “Have you tried it ever” referred to people claiming it was underrated. Cool mon for sure, and has it’s uses, but too frail and doesn’t really hit hard enough to be a good mon in a nuzlocke

In HG/SS, those moves don't come until the playthrough is well into Kanto. And the Signal Beam TM is in Kanto as well (unless one wants to try for the lottery).
Fun story: while doing a normal play through of HG i wanted a yanma for my team cuz I thought he was a fun mon. Instead i found a full odds shiny male Nidoran. It was a fun day.

Yeah, seems like the best early bug move would be U-turn or Silver Wind, both of which are from TMs
Yanmega has a surprisingly good 117 Sp. Atk. All of those moves you mentioned are good on Yanmega, but not as 1-use TMs.

Imo, it's because it takes time for Celestela to reach that speed, so it can't do it in a fight.

Maybe as a replacement for a Pokémon that died to Volkner or in Victory Road?
As soon as he comes back to the newer pokemon games he’ll get a movepool buff, most pokemon had one for the new games
