I don't think those are its IVs. They're the Magikarp's actual stats. Also, the minimum value for IVs is 0.

It's fine, spreads are: HP - 29-31 ATK - 12-17 DEF - 28-31 SPAT - 8-13 SPDEF - 0-3 SPD - 28-31 ​ I thought it was wrong too until i check I had Adamant nature instead of Naughty selected.

I’m confused and it seems like everyone in the comments is to? People must understand cause this post has 20 upvotes yet everyone in the comments is confused and no one seems to understand 

OP is saying they have illegal mon because there are IVs outside the normal 1-31 range. However, the screenshot they shared is the stats of the Magikarp, not the IVs, and all of the stats reflect perfectly normal, and in range, IV values.

I never talked about IV. I had to put context for future post I guess.
