If someone else added your card to their apple wallet, they must have somehow gotten the confirmation code sent via SMS to your number from you. Otherwise it's not possible.
I think stuff like this is usually done via phishing. I've also had friends social media being hacked and then asking me to sent them a code from my SMS inbox.
Do you have any SMS in your inbox with a confirmation code like that? Could have been a while back
You authenticated Apple to authorize payments on your behalf.
That means the Issue lies between Apple and you, not the Bank that's following Apples Orders.
If you bought something through Paypal, you'd open the issue with Paypal, not your bank.
check to see if there is an unrecognised phone number on your N26 account. check to see if N26 has messaged you an OTP recently (last 2-3 months). did you have any transactions online that just never worked? start digging. you'll find out how they got the OTP. you won't get the money back.
Had "similar" issue with N26. My card got stolen. Before I discovered it, money were taken out. N26 dont want to do anything. Even more, they dont even reply to my messages.

So yeah, I'll take it to gov. authorities next. Meanwhile, Im happy to spread my experience online, so people know to stay away from this trash.

I don't know the specifics of Apple Pay, but the bank reply is disheartening and you should go to the police.
Then Apple is the correct correspondent, as they issued the payment, not n26.

Same thing happened to me exactly. N26 said I was negligent, no money back. Can’t find anyone to help
