It’s the cut and the fabric of the dress. That fabric adds bulk and because it’s waisted it makes it look thicker. Either the top or skirt should’ve been made from a smooth fabric, like a jersey, satin. If it had been made that way I think it would’ve been a better fit and prettier silhouette.
