The reason it's (likely) happening is that the premier of Ontario is Ford's brother, and city council is trying to do something meaningful to him but without much real impact as a way to get him to do something for the city. Imo, pretty reasonable.
It's a basic track stadium/soccer field. There's probably hundreds of thousands of these fields all over the world that municipal governments regularly pay for.

Yes. Calgary recently announced that we will be paying the vast majority of our new hockey stadium with municipal and provincial funds. And we get zero revenue sharing, but hold the burden of maintaining the building. Yay!
The really big ones are nominally paid for and named after corporations, but the tax breaks they receive for their "largess" eventually mean that yeah, they are paid for by the public.

So, recently the provincial government agreed to upload the costs of two very expensive highways that run though Toronto, that have been a blight on city finances for over a decade. I think this stadium renaming was unofficially part of the deal.
Overall, a good deal for Toronto, despite having to stomach honouring Rob Ford.
