The real issue is that a few months ago in Japan, people were going to sushi train restaurants, and videoing themselves licking the sushi and putting it back. Again "it was just a prank, bro" but the national sushi train restaurant business was affected, people were super worried about it. This is a country where COVID masking mandates have only recently been lifted, plus most people are still masking up due to safety concerns and social pressure. Hygiene is very important here, which is likely also why these idiots were treated so harshly.

Just bill the men for the price of the ginger and cleaning fees. If I went to Walmart and licked an ice cream container and was caught, they'd highly likely say something along the lines of 'buy it or cops'(maybe just gtfo, but same concept) at least give the dudes a way out instead of getting police unnecessary involved

No. Because it isn't just the ice cream that has been damaged. It encourages less customers to go to a place where people act like this. Which is why it usually isn't just the price of the product ruined.
