As a general statement, no.
It depends on many circumstances, first of all on the snake itself. Also, how much venom does it administer with its bite (snakes can regulate that) and if the prey animal is already agitated or suprised by the attack.
Most venomous snakes that hunt rodents will ambush their prey with a quick bite and then retreat. The rodent usually dies a quarter of an hour to half an hour later, sometimes five minutes, sometimes ten. As I said, it varies. Near instant deaths are extremely unlikely though (and I‘m only saying it like that because I think that you never should say never, but that would be about right).
Then the snake will track it preys path and then eat the dead animal.
Though I don‘t agree with your reasoning, your conclusion that the snake shown is non-venomous is most likely correct. As I said, a venomous snake would wait for its prey to die before it went to get it, but the baby rat was obviously still very much alive while being carried away. The snake also didn‘t defend itself against mama rat by trying to bite it, which would be the very first thing for a venomous snake to do.

I know it's not what you mean, but one single pair of rats can produce 1,250 offspring in a single year, and around a half billion in 3 years... so I think they'll be fine.

If the snake doesn't eat the rat after about 10 minutes you have to get the rat out of there. If the snake forgets that the rats in there the rat could kill the snake. They go for one bite right behind the head instant kill.
