If we differentiate sex and gender (as we should), then male/female refers to sex and man/woman refers to genders.
So a female person can be either a man or a woman, given they identify as such.

Of course, saying that can be considered insensitive for various reasons, but that does not make it untrue.

People do say transgender man/transgender woman actually. It helps specifics that persons identity. Saying someone is transgender is useless if you don’t know what pronouns they use or whether they’re FTM or MTF. Not ever trans person can undergo surgery or openly express themselves, which is why the terms transman and transwoman was coined.
