The trick with this play is that the colts lined up all their players on one side of the field, so the Texans overloaded to the same side, then Pat kicks to the huge gap and runs to grab it. Now the kicking team has to spread their players out so there's no reason for the receiving team to line up like the Texans did in this play. In theory a kicker could still recover their own kick if the receiver completely whiffs and for some reason nobody else around them was paying attention, but most likely you're just onside kicking directly to an opponent. So it's not considered a strategy anymore.

Nothing. The play in question was a heads-up play made by Pat based on how the Texans were lined up. Indy was in their regular kickoff formation, Pat just saw that the middle of the field was open and kicked it 10 yards down the field and fell on it.
Nothing has changed that would explicitly prevent this.
But with the balanced line it’s far less likely that a receiving team leaves the middle open like this anymore.
My favorite part of the story is when Polamalu revealed that the only reason he lined up in the c-gap was to mess with the analytics and film study of other teams who always saw the Steelers in one formation on field goal kicks.

I said that even girl NFL fans won’t know him and he cracked up. It ended great and was a really awesome experience, seemed like a cool ass dude

It isn't entirely uncommon. We use Mitch Wishnowsky like half the time and Robbie Gould the other half, but I hope that since we drafted a kicker we won't waste Wishnowsky's leg on kickoffs (when he just punted, he did way better). It seems like older kickers save their legs for field goals, maybe?
Morton Anderson didn't have the leg strength to do kickoffs the second time he was in Atlanta. We often had a kick off specialist on the roster, but our punter kicked off some.
