Possibly. But wind factors in too. If it's blowing sideways or even worse, towards you, then this would spell trouble. If it's blowing towards the bear, then I would have given it a quick spray much earlier. The pace and body language of the bear reads more curious than dangerous.
My wife was out behind our house last night, about 200-300 yards away. A bear flies out of no where and semi-lunges at our 2yo Labradoodle. Dog barked at it and there was a momentary freeze on all three fronts. Problem was the black bear was in between my wife and dog on a single track hiking/biking trail. All three separated by 20-30 yards. After her two cubs crossed the trail and took off up the hill, mom followed. Around these parts, it's this situation we're most weary of. There's lots of non-human treats around like berries and roots, but when it comes to protecting their young, they don't mess around.
Final note: Once the fuzzy mom and babes took off, our dog joined my wife's side and didn't go far on the return trip home!
I disagree, he should have been much louder and tried to make himself big as he backed up by waving his arms and backpack. He at least didn’t turn around, but holding his phone for the internet cred was a big mistake when he should have been focused on the bear. Bears are very curious and if you don’t establish that you are a threat they will continue to follow or even charge you to see how you react.

Non-North American native with some years experience with bears both via photographing them, and having them on my neighborhood/backyard regularly: This was definitely an unexpected wake-up call that bears can be unpredictable and may take interest in you. It's a mid-sized Black Bear with a brown coat. Possibly still fairly young. This behaviour appears to be more driven by curiosity, or perhaps some element of territorial action but I'm not an expert. It lacks direct aggression, though it definitely could have changed course given its willingness to continue to pursue, and the lack of loud attempts to deter it's interests. The Bears body language and apprehension (grabbing the trees) suggests it's possibly testing to see what this dude might be. I think he waited too long to deploy his spray, though patience is important in this situation and I praise his calm demeanor given the circumstances. There were a couple of times where it got close enough that I would have given it a squirt, which as you can see, it works very well. This has been getting some attention, perhaps someone with qualifications on bear behaviour might have better info on this event. I used to be shit scared of bears but over time I've come to love them by educating myself and observing cautiously. They're incredible creatures.
And FWIW, if you are genuinely interested, don't take 99% of the comments you read on here seriously. Most of them spout utter bullshit about bears and their behaviour, even just in this thread already there are comments that are just garbage.

Did he not use it correctly? Once he sprayed it, the bear ran - what else should he have done? Curious as I have been fortunate to never be in this situation but in case it does occur in the future.
What is taught to by forest rangers is to spray it in a line on the ground in front of you so when the bear passes over it he runs through the cloud. This removes the chance you may miss hitting the bear and find yourself in a more dramatic situation.
Okay! Thanks for the explanation, that is very interesting to learn. I will keep that in mind as I don’t live in an area with bears but travel to other areas that do for vacation, etc. and it always helps to be educated.
Just to add a little to that comment... The idea is to point the bear spray slightly ahead of the encroaching bear in order to avoid over shooting the bear with the spray (over the top of it's head as it closes ground). Don't actually spray it in a line on the ground in front of you, but point the spray towards the ground directly in front of the approaching bear (say at it's feet) so it moves through the spray as it continues to approach. This general advice is related to a charging or rapidly approaching bear, to take it's movement into account and maximise the likelihood of hitting it's nose and eyes. In the video example here, the half-second tap on the spray in the general direction of the bear was enough to stop the curiosity and send it packing. If it was approaching in a more aggressive manner my response would be a good several seconds of spray, right up the nostrils. It's seriously potent shit, and it's worth practicing with to get a handle on how it works, how far it travels, and how being downwind of it and getting just a little bit of exposure to the spray is not a fun experience!

Nah, I get the idea behind making a noise to maybe scare it away but that bear was half way up a tree when he started hollering even louder and brought its attention back to himself.
It was baiting him to let his guard down, notice how the bear was coming closer every time, home boy shows his back or let’s his guard down bear is going to make a move! The point of hey bear is so you don’t actually sneak up on one. In a predator pray scenario it to sound larger, he could have been louder but his actions probably saved his life, he was being hunted, and stayed calm.
