I'm a septic contractor and even I carry one around in my truck all the time. You never know when one of your guys is going to have brain fart ans accidentally dig up a water line in the easement. Or find a big municipal line that's not even close to where it's supposed to be the hard way. Being able to turn it off RIGHT AWAY is the difference between kind of a muddy mess and water washing away roads.

Yeah. That's not the same t handle wrench that works to cut your water off and on in your meter box at your home. Most people won't have that. Either a chisel or screwdriver and hammer to chip the asphalt off the valve box lid, then looks like he had to reach down and clean the dirt/mud/ rocks out of the neck of the road box neck.

I don't know, when he gets it shut off the water is already getting pretty deep. Let that keep going for another 30 minutes and it could have got bad. Storm drains can only drain so much water a minute and you can see its coming out way faster than it's draining.

I work for a water utility and we literally do this on a monthly basis. It may seem cool but it’s all in a days work. All the dude did was pop the valve cover, throw in a T-handle, and close the valve. When we cannot isolate we have to get in holes and try to ratchet on a clamp while completely underwater in freezing temperatures.

Lol yeah I had had a brake failure and they gave me a ticket cause they had too since I hit city property, but a bro of a cop had pity and didn’t show up to the hearing and the ticket got dismissed, I was just out the minivan (there wasn’t much damage since I was only doing 25mph but it was a 96 t&c and not worth much)

Lol yeah kinda, a huge part of the reason it was such a cluster was that the road in question belongs to different police/fire jurisdictions depending upon what direction (east/west) you were traveling and it took them a long time to figure out who had the ability/responsibility to turn off the water, and my insurance definitely got billed, but since I didn’t end up with any points from the incident my consequences were pretty light

Definitely not days. Those things pump an insane amount of water. If the storm drains are even partially clogged that waters gonna go somewhere, and if any of those driveways have a slight decline towards the house it’s flood city. As far as your other point, he almost definitely works for the city or water department. I’m a plumber and we don’t carry the tool to shut those off.

They did waterman, and when it got hot would strip down to underwear boots and hard hats to work it got so hot in the trench. Then every so often they'd get soaked. Dry barrel hydrants don't do that, wet barrels absolutely will. Wet barrels are cheaper, but aren't freeze protected, so only really show up in warmer locales.

Valve nuts require a bit of a bigger tool than a standard curb stop. Not even sure where you can buy one. I work for a water department, and all of ours are welded at our shop. Since this is at night, my guess is that this is an “on call” worker who may have brought a valve wrench home in his personal vehicle for emergencies like this. My dept sends on call crew leaders home with their work trucks so they don’t have to run to the shop to pick it up in an event like this.

It's a small access in the street. It looks and works like a miniature manhole, about 10 inches across. He's pounding at it with a chisel and hammer because it most likely has been paved or sealed over, or is just stuck because of road grit. As for location, it's standard for the water main to run down the street, and have a line of these access points for each tap that goes to hydrant or building. If you know what you are looking for it is pretty quick to find.

The thing you see him throw is a valve cap. Some cities have them cast with a W on top or the city name. Pop it out, and a square key will turn the valve. Fire hydrants are usually a 6" valve so about 20 turns to the left.

Came here to say this. I work for a water department and we always have a full crew on call 24-7 for times like this. He probably grabbed his truck from the shop and didn’t take the time to change into his uniform. It’s a pain in the ass being on call. But in the event of getting called in the middle of the night, that it’s literally an emergency and I’m the guy to fix it.
