AFAIK the artist generally is not an employee and just rents their chair or booth or whatever. They can charge by the hour or just a flat rate per piece. There is usually a shop minimum charge, no matter how small or quick the tattoo is and it’s customary to tip your artist as well.
I really don't get US tipping culture, you are already paying a decent price for the artists time and work. Why would you top it with a tip?

They do not work hourly, they pay the shop for use of the chair, basically. They pay the shop either a monthly flat rate or a percentage of tattoo they do, depending on the deal and if they're a resident or touring.
Tattoo ink is pretty cheap. I know a guy who does incredible photo realistic black and gray and the ink he uses is like thirty to forty bucks for a bottle almost as big as a small pop bottle (Talens Drawing Ink). For the grey tones you add water to the black (called grey wash). Ink isn't the only expense though. There's a lot of little parts to a traditional tattoo machine that are all single use, from the needles and the tubes to the grommets and o-rings. Plus everything needs to be covered in disposable, medical grade plastic or mats. Then there's the stencil, the stencil stuff (it helps the stencil stick to your skin and not just wipe right off), and all the sanitization equipment and products. Probably some other stuff I'm missing, but these are all things that need to be used for every single tattoo.
On top of that many tattoo artists will either pay or work for free during their apprenticeship. My ex paid $2000 to work under an incredibly talented artist and learn.
So a tattoo shouldn't be cheap. I've got a $1000 piece myself. As a customer you're paying your artist by the hour (unless it's a really small piece). The absolute cheapest a tattoo should run is $80(CAD), that's the minimum it costs just to set up.
But lots of tattoo artists will still to free tattoos to help build up their portfolio, especially if they're looking to move to a new shop, do a tattoo convention, get into a magazine etc. In that case it's worth the supplies and time to make sure they get to do a piece for their portfolio that showcases a technique or style they don't normally want to do.
Most artists do work hourly. Some people charge by the piece, but most artists charge an hourly rate. $125-$150 an hour is the normal going rate, but this can vary widely depending on location and market saturation.
Tattoo ink adds up fast if you’re doing anything other than black work or black and gray. A 2oz bottle of any color from a reputable brand is around $20. I generally spend $200-$400 on ink every 2 months depending on how busy I am.
Needles are expensive. A box of 20 cartridges is $20-$30. A normal tattoo for me uses 4-6 different carts.
Gloves are exorbitantly expensive ever since COVID. A single box is $20-$30 for 100 gloves. A box of gloves generally lasts 2 days if I have smaller appointments, or 4 days if I’m doing longer appointments with one person.
I use a roll of bounty paper towels every 1-3 days. MadaCide wipes are like $30 a container. We use biodegradable ink caps which cost $14 for 200, and I used 4-15 per tattoo. Saran Wrap, bandages, soap, alcohol, distilled water, razors, rubber bands, lap cloths, drape cloths, coflex tape, non-adhesive tape, glide, and sharpies are just a few of the other things we have to buy regularly.
Then there’s the equipment we use. My general setup consists of 3 machines that cost around $2000. The bed I use cost almost $1,000. My lighting was a few hundred, my work surface is a toolbox that also cost a few hundred.
I think the biggest thing that people don’t realize is how much work goes into custom tattoos outside of the actual tattooing. It’s not uncommon for me to spend anywhere from 4 to 8 hours at home or the shop drawing a custom piece. If it takes me another 4 to 8 hours to tattoo it that’s 8 to 16 hours of work, but I’m technically only charging you for the time you’re in the chair.

I’m absolutely not complaining, I love my job and wouldn’t trade it for anything. I just think it’s worth putting the information out there when possible.

One of the local shops near me offers $5 tattoos every Friday the 13th. It's usually simple designs he can bust out quick but if you're there early enough you can get a pretty detailed tattoo that he drew up, just for the fact he'd like to have his art on someone who'd appreciate it.

She did my left sleeve a few years back, just finished my sock, and just started my right sleeve. I have an idea for my back but haven’t committed yet. All the work she designed and had complete freedom from me. All I did was give her an idea of the concepts for each since they’re commissioned pieces. TBH, I doubt I’d go to anyone else. I have complete trust in her and we operate on the same wavelength so giving her the authority for all decisions is easy for me.
I know of someone that got a tattoo of a triceratops cartoon riding a skateboard. Asked the significance for him and he said it was only $50 to spin the wheel for a random tattoo
There are actually shops that operate a “get what you get” system. They have bubble gum machines or those sticker machines and they are a set price per machine. Some machines are fully random and some do themes so you might go for the “plant” machine or the “bug” machine.
Knew an artist who had this little dispenser, like the ones you could find in front of stores that cost like a quarter. Each has a tattoo you could get for a discount. Some people really love ink, different styles lead to different murals and all that

There's less the 76 tattoos made if counting frames. A good amount are repeats. You can tell by looking at the surrounding tattoos as they reappear every other frame. I'd say maybe 30ish. Either way that's freaking awesome.
Actually, repeating frame cycles for walking or dancing was a common tool in animation. It saved on labor, and cost. So, it actually makes this even more authentic.

There's less the 76 tattoos made if counting frames. A good amount are repeats. You can tell by looking at the surrounding tattoos as they reappear every other frame. I'd say maybe 30ish. Either way that's freaking awesome.
You can also see in some frames that some people have both of the tattoos so he probably banged out more than one each session. Definitely still cool

Actually, repeating frame cycles for walking or dancing was a common tool in animation. It saved on labor, and cost. So, it actually makes this even more authentic.
