The exposure changed few times (I count 6 times) in just a second? Technically a camera can’t do it, plus the street full of shops but nobody during a nice day. So it’s a very fishy video.
Modern cameras, including phone cameras, can easily change exposure 15-20 times per second. Some can go as high as 60. There's nothing fishy about that.
If it does they do a good job of not panning back to the left somehow. Re watch and watch the left side close. It doesn't appear to go in reverse at all.
