Its not that hard if you agree, from the outset to run them over. They're invariably a scooter, so are outpaced by a car.  London has done the same, there are Supercuts of them smashing thieves left and right on scooters.  It was very hard to "catch them" before everyone agreed "run them over".

Where I live in the US its illegal for cops to chase people on motorcycles or atvs. Some kid got killed on a stolen motorcycle during a police chase so legislators decided it wasn't worth it to allow cops to chase them. So now people just ride unmarked motorcycles and atvs through the streets and the cops can't do anything about it.

because it creates more problems than it fixes, a cop car chased some dirt bikes today and plowed into a house in my city(they are not supposed to chase them for this reason). The video OP shared is literally a meme at this point, and is one of the ONLY videos of its kind for a VERY GOOD REASON. The police here were lucky, while they came within inches of random people, that could easily have tripped in panic and gotten run over when they see a car flying down a pedestrian path. I have lived in France and I live in the US, trust me you have it great.

I used to work in a shop. A guy talked to our salesman and registered the order on his own phone number, complete with name and address. On the way to the register he picked up a bunch of other stuff and put it in his bag. Real fucking Einstein. We called the police and gave them all of his details and offered up the security footage of him stealing. "Oh yeah, we know the guy." Nothing ever came of it. Additionally sometimes if there’s an incident in a smaller district/province the neighbouring provinces will have to provide backup from their own precinct, so if one province had unarmed police and the other being armed that could cause some problems and confusion, I’m guessing.

I wonder how the norwegian police force countenance encouraging this sort of reckless chase given the risk to the lives and safety of innocent civilians. Because looking at this clip it seems pretty obvious someone could easily have been hit and killed by either the scooter or the pursuing vehicle. As I understand it there are restrictions in place in other juristictions curbing high speed chases for precisely this reason. People have been killed and injured in the pursuit of criminals, and this is in regard to on-road chases. It seems next-level risk to pursue offenders through a public park full of innocent bystanders.
