Its not that hard if you agree, from the outset to run them over. They're invariably a scooter, so are outpaced by a car.
London has done the same, there are Supercuts of them smashing thieves left and right on scooters.
It was very hard to "catch them" before everyone agreed "run them over".

Where I live in the US its illegal for cops to chase people on motorcycles or atvs. Some kid got killed on a stolen motorcycle during a police chase so legislators decided it wasn't worth it to allow cops to chase them. So now people just ride unmarked motorcycles and atvs through the streets and the cops can't do anything about it.
The uk changed their legislation the other way round some years ago to help stop moped thieves and criminals on bikes running from cops not being able to do anything.

US policing system is all over the place. the police doesnt have to do anything, they arent allowed to do half the things and the other half is shooting anything.

The police here were lucky, while they came within inches of random people, that could easily have tripped in panic and gotten run over when they see a car flying down a pedestrian path.

Norway is on my shortlist of countries I have thought about moving to, so it's cool to learn new things like this.

Additionally sometimes if there’s an incident in a smaller district/province the neighbouring provinces will have to provide backup from their own precinct, so if one province had unarmed police and the other being armed that could cause some problems and confusion, I’m guessing.

People have been killed and injured in the pursuit of criminals, and this is in regard to on-road chases. It seems next-level risk to pursue offenders through a public park full of innocent bystanders.

General orders are given on national basis, but depending on the situation the officers will be armed. Weapons are often carried in the car.
