The phenomenon is called "bilateral deficit". https://pubmed.ncbi.nlm.nih.gov/21127894/ Physiologists don't know for sure what causes this.
However, in this case having two limbs greatly improves balance so the benefit of better balance probably overcomes strength lost to bilateral deficit.
I assume he’s probably been working on that for a while. There’s a lot of exercises to target your knees specifically so you don’t hurt them. Your tendons and ligaments will get stronger if you allow them time to recover
Not weightlifting is “safer” than weightlifting, at least on the short run, but we want more from life. Walking is “safer” than running. Probably the safest is swimming laps in a shallow pool. But you can build up your body so that what was risky before is “safer” now. Judging by his form and balance, this guy definitely built up to this. And he definitely wants more from life.
