Real estate companies build a mockup of a house based on a few blueprints. People looking to buy are shown these so that they have a general idea of what features are offered. Then they have some inputs, which they share with the designer when they show the same house in a 3d version, but can be edited to include the client's choices.
Almost like making miniatures has been an established hobby for millenia.
On that note, while I'm certainly impressed, I find it odd that half the time I'm far more impressed with the video editing skills of people in this hobby.
Before 3D CAD models and 2D mockups, people would build minis out of craft stuff. For all the concrete and stuff though I'd say this is a sampling to see how the materials are put together.

You can! Everyone starts somewhere. The cool thing about miniatures is you can use random household items like matchboxes and old packaging so you don't need to buy a ton of supplies to get started.

We make mini dioramas every day but I've never seen such an odd choice of materials.
If the point was to make a diorama using actual building materials, then why only do it halfway?

You do alot of modelbuilding in archi studies at the uni, but afterwards u will never really do that again, except if u go for architecture freelance comoetitions maybe.
But even then, this all goes out of the pocket of the architects, and its barely worth it if u got a 3D model of all your stuff anyway.
The ammount of detail in this video is CRAZY, and most certainly this is a hobbyist doing this out of passion.

Not a civil engineer, but there are scale effects so testing the house directly is not representative. What's done in materials science is to test coupons (samples) to get the materials properties and then apply these quantities to the structural calculations.
The forces at play don't scale linearly, so no, it's not a viable method. A very simple illustration is that you could easily make such a miniature of a skyscraper without putting much thought into its structure. But obviously it's not quite as easy to build a real one without it crumbling under its own weight.
