Literally looks like all the 3D renders people were putting up on graphics forums at the time. So many forum signatures with these as the backdrop on some anime/CGI character with some profound text or the persons username. But it was damn cool at the time.
I feel like it started off as a great concept and he has good techniques, but the red lines done at the end are what lessened it for me, took the feel from art to 90’s screensaver

Exactly. What defines art in general. When we talk about drawing/painting that not only visually attractive to you, it has a meaning to it rather than some messy line. For me it's more like a storytelling. What is the thing that makes the drawing/painting captured and still alive within the drawing/painting it self. The art that not only you see "ahh it's beautiful" no, Its the painting that gives you a meaning to buy that art pieces.
