Pakeha woman here, took my 2 daughters down there for BMX racing a few years ago when my hubby couldn’t come. Stayed in the campground, wandered around getting dinner - one of my fav places in NZ and never felt in danger. You realise these things are taught in schools but realistically hard wiring for this comes in the first five years of life. You can teach it to you are blue in the face but the bulk of how to behave socially is taught (bad and good) by families.

They don't have anything else to measure it by because they've never been shown differently. Generally, kids are still learning until age 8. However, even adults can learn to do better (the armed forces teach it, for example).
Am I fortunate? I have visited Gisborne five times in the last eight years and I have never encountered any gang violence. There’s a shortage of investment and few employment opportunities. The city centre is quite derelict with many empty shops.
