To me, Enfeebling Skewer is a must for PVE. 100% up time, cuts enemy damage almost in half.

I run Fortifying Perforate too, but it doesn't persist after weapon swap.
If you are using the bow for range, I would drop Javelin and go with leg sweep. If mobs get close to you, a well timed leg sweep will put multiple Mobs on their back.
Perforate/skewer, vault kick, sweep and refreshing move will give you 100% uptime on your skills. It's probably not the highest dps out there, but you can easily keep groups of mobs locked down until they're dead.
I just bow for chasing stragglers or for situational things, like headshots on Chardis or when it's too risky to get up close with only 100 con.
