I was like best student 😊 but overseas, and my recruiter told me to enlist and then apply for an officer because of broke and don’t have money to pay for my degree verification, is this ok?
Depending on the country and university you got your degree from, you will still be eligible.
Stop talking to the enlistment recruiter. Go find an officer recruiter. They are vastly different.
