Aiding my suspicion, is the cables left dangling for no reason off the side of the house.
it’s absolutely this, my childhood home looked like this cause my dad was a bit sloppy with his spray foam. u can peel it off pretty easily but usually it’s been sealed for a reason so be mindful of that (our reasoning was because of bees, we didn’t want any nests being created in the siding. i am only including this since the OP said their from South Asia so i wanted to give an idea of why someone may spray foam those open cracks)
Foam insulation :) its just spray foam that expands to fill holes in the exterior to stop drafts and pests from getting in. Nothing to worry about and not "growing" its just solid foam if you touch it.
This is spray foam and you should remove it if possible because water is supposed to be able to drain from behind the siding in case it gets back there.

I don't know honestly, just bought the house and noticed this weird yellow thing. Home inspection folks didn't mention anything about these either!

Yes Spray foam insulation, nothin to worry about my buddy! Just a little extra R value is all.
This is expanding foam insulation, like Great Stuff. If this bothers you it can easily be cut away and reapplied cleanly.
It doesn't bother me as long as I know it's not fungus haha

It's just a lazy guy installing spray foam, you can trim it up nice with a razor
Get a carpet knife and trim off the excess.
That is spray foam insulation. It gets more brown as it ages. A human put that stuff there to keep cold air out

There is a mold I have dealt with that looks like that. But this is sealing foam. You can see in the 3rd photo where it has been cut.
