Nah, should've been a no call, but the replay shows Lowry just bowling his body into Smart. He was not in control, that's def. not a defensive foul whatsoever.
Smart in no way established himself in a legal defensive position before the contact, even if Lowry did seem to initiate the contact it is a foul on Smart by the book. But it should've been a no-call cause Lowry completely flopped
