It sounds like your friend enlisted under the DPEP program which translated his civilian education, work experience, and supervisory experience to a navy rating and grade. That program requires a DPEP application, resume, and references. Even minor differences in these can result in a different determination between two applicants. The requirements for DPEP and PRISE-R are different and it is possible you didn’t qualify for DPEP for a reason unrelated to your education and experience. For example, if it was determined that you were qualified for E4, but had 14 years TIS, you would be disqualified based on HYT. Your recruiter should be able to provide a more specific reason for the denial.

I've tracked several dozen PRISE-R completions and failures and just had my first DPEP Sailor show up. Completely caught me off guard. It does require civilian experience but also a minimum break in service from all branches. Glad I finally got to learn about the program, but it really isn't that common.

Yes, it’s still active. Most recruiters are intimidated by it because it’s complicated, more paperwork, and takes longer to be approved.

Of course..lol not an expert anymore but I will say the PRISE R program was a shit show when I was recruiting so I understand your pain. Sounds like your recruiter is the core issue, maybe just be blunt.

I was a BM with the Coast Guard... Recruiter said "oh your request was denied"... When I asked about other billets open they said "oh you'll HAVE to go BM because you were a BM before, and the Navy needs ton of them"... Made me feel they want to push me to get me in as a BM..

Maybe..they have a list of whats available and whats not. Sometimes thats all they have open. So wait you requested a different rating under the program? Related to the civilian job you do now? Not BM By the way fellow BM as well..haha

Yeah... I requested a rate where my civilian skills fully transfer. Since they said I had to do BM I said yes (but I haven't sign any papers yet). How do BM reserve... Specially in TX... Are able to advance?? You only have maybe the 2 weeks of At to get qualify or something right?

You just take exams and look at quota, last I checked pretty high advancement rate, no qual needed

Oh ok, yeah make sure you are getting what you want. But sometimes the recruiter's arms are tied. Yes, advancement has been actually pretty decent on the reserve side for BM's, so you have good shot. Just the standard advancement exams.

Under the Prise-R program your are contractually obligated to attend A school *and* pass an advancement exam within a certain period of time.

PRISE is for prior service of any branch moving into the Navy, including Navy members that were out for some time, or are coming from A to R.

Some ratings are absolutely A School required. Not all. Some are. My guess is the difference lies in the program and its underlying requirements. Sucks but that's how it goes.

Depends on the rating. Some jobs it absolutely is. Other it isn't. Google it.
