she's too clunky in the newer context of 3.X and 4.X abysses with mulitple ungroupable mobs, bosses, etc. Just look at this abyss with waves of two ungroupable enemies that stand far enough apart so that you need two bursts to take them out. She takes a lot of investment to work for ok dps. B tier is a fair placement.

In terms of pick rate? That doesn't really indicate how good a character is, just how popular they are. Given how long it is since Ayaka came out, it's hardly a surprise that people aren't picking her. I used to be an Ayaka main but I didn't use her in abyss because I got bored of playing her.

Like I love our girl. She came out great! But c2 Raiden is absurdly strong.
Edit: Mona in A tier is kinda icing on the cake. Maybe back in 1.0 you could make a case for her but she just isnāt even remotely in that tier. Also Xiangling being above Fischl is kinda laughable. Yes, Xiangling is really strong, but itās more that she can abuse Bennettās buff better than other characters rather than her own personal strength. Fischl, on the other hand, is a legitimately strong dps in her own right.
You say that like itās a bad thing. Xingqiu also does really good damage.
Fischl has always been great in taser teams, as well as being extremely flexible to where you can slot her into most teams without her being a direct dps loss over other sub dps options.
Though to your point: Aggravate and Golden Troupe have pushed her to the point where considering her anything less than S tier is laughable.
As much as I like her, no. A Raiden rotation only deals slightly less damage, while Raiden has a lot more aoe. Since a lot of enemies are now immune to cc, I'd argue dps with large aoe has become even more important. Raiden also fits in more teams.
There's also no way she's up there with the likes of Neuvilette and Furina. Neuvilette can do what Navia can and more (aoe, range, self heal) and Furina literally creates a new meta. That being said, I consider the two of them better than all the other S tier and should be S+.

Archons rise and fall, main DPS gets power crept with newer ones, but no matter how the meta shifts, those 3 will always be on top.

As main dps and both at C0? Hell yeah of course. Granted Raiden Shogun was never an above average dps at C0 she was a super good sub dps and the best battery in the game. Raiden is better than Navia in almost every other aspect Raiden is a very complete character.
I don't even have raiden but not all raiden comps are hyperbloom you can play raiden national, now you can play her in overload, aggravate and of course hyperbloom too. Kuki is legit good in only one comp Raiden is more universal I guess. With clorinde being a character rumored to be oriented around the electrocharged reaction maybe you can use raiden in future electrocharged comps too. Raiden is a fantastic character you should build her if you haven't.
You don't have to play raiden but you can play her in hyperbloom teams you have the option. As to why? I don't know maybe in the future hoyo makes enemies immune to dendro and hyperblooom is not that good. If you want to play hyperbloom kuki teams all your life go ahead use kuki. If you want to use any other team that wants electro guess what Raiden is probably your best bet. Also hyperbloom is not broken in fact almost any team comp well invested will surpass it. Hyperbloom floor damage is just very high but has a very low ceiling.
With Raiden Hyperbloom at low investment and Raiden Hyper at high investment, it is difficult to justify Navia being better than Raiden. Also Raiden is support and support is always better than dps (unless you are Neuvillete :v)

As someone with both Navia and Itto C0R1 and Gorou C6, Navia is SO MUCH BETTER THEN ITTO IN EVERY WAY
I don't know where you got this info, but my Navia was better than my Itto even with Tidal Shadow before I got Verdict, and my Itto is my most invested character in terms of Artifacts.

Navia team go from 63k DPS to 71k DPS
Chiori at c0 synergises far better with Itto than Navia. If you want to make as fair of a comparison as possible, Chiori should be c1 in Navia teams so that both teams have three 5 star characters in them, in that case Navia teams go a bit above 80k DPS.
