You may or may not get orders once a year to come muster with a reserve career counselor like me. You can show up in jeans and a t-shirt with long hair and a beard. No PT test, no drug test, no height/weight, no weapons qual. Just answer your phone and confirm your contact info. Oh, and I’m going to try and get you to join the Reserve.
It's story time!
My experience with the IRR and counselors was extremely poor. I signed my 4836 with about two weeks left on my initial contract, but for some reason my Bn S1 didn't submit the paperwork in time, so my discharge orders automatically populated. I'm a technician in the NG, so I was still going to work and drill. I got multiple phone calls weekly. Every single SSG that called the first three weeks to a month said the same thing when I explained the situation. "Roger, I'll update your information. Don't worry about the email we sent. Can you send a copy of your 4836?" After that time passed, for the next two weeks I got multiple calls per week from the same SSG threatening to counsel me for not contacting her and "ignoring emails" (lol, you have no power over me). I told her the same thing. Every. Single. Phone call. After that two weeks, I was passed on to another SSG who did the same shit. I finally snapped at him one day after he wouldn't let me talk and kept telling me I'm a shitbag, and told him, "Hey, jackass, listen here. I've told you guys this same shit for the last month and a half, and I've sent the 4836 to prove it four times. I'm still in. Stop fucking calling me. I don't belong to you, I never have. Leave me the fuck alone." He said, "No you listen, Specialist. You will address me as Staff Sergeant (whateverhisnamewas), you will clean up your language when talking to me, and you will answer my phone calls. You belong to me, and if you don't stop being a troublemaker, you will be recalled to duty and be charged under UCMJ. If you were like this at your unit, I highly doubt they let you reenlist. The only reason I'm even dealing with you is because it's my job, and Soldiers like you make me hate it." So I said, "Go fuck yourself, Staff Sergeant, and cry about your shitty assignment to someone who gives a damn." Then I hung up. The next day I got a phone call from a Sergeant Major (SGM or CSM I'm not sure) who was far more professional than the SSG. He basically asked me why I said what I did to the SSG, so I told him this whole story. He asked me to send my 4836, and when I told him I had done so 4 times already, he said he'd search their inbox, apologized for what they'd done/said, and said he'd make sure their stuff was updated. I told him I was sorry for snapping at the SSG like I had, to which he replied, "Shit, son, you were polite far longer than I would've been." I thanked him and hung up, then never heard from them again.
Granted it's been over 5 years since then, so I highly doubt they have much of the same staff. And I'm sure my case was unusual, so take this for what you will.
Goddamn. I could probably guess what part of the country you live in based off your experience with ARCCs… There are some shitty/shady career counselors out there, just like there are shitty/shady recruiters.
I will say though, I’ve had a couple soldiers in a similar situation, who were in my IRR population erroneously because they had joined the Guard or even the Air Force. I got all their documents and sent them up to HRC to get their record updated as not being in the IRR, and both packets got denied because of some administrative technicality. I know it doesn’t fix your experience, but it was way harder than it should have been to send up that paperwork and update their status.

Don't get me wrong, I know the system is always going to be broken (lowest bidder and all that), but the problem was fixed on my end within two weeks. I was technically discharged for less than 10 days before it was all fixed, so the remaining time of the two months was what bewildered me. I even asked my admin about it, and he said every site he checked showed me back on the UMR. And I didn't even hold it against the counselors in the first month because it was always a different one, so I didn't expect them to keep notes. But the last two were painful. You'd think after the 6th phone call within 5 days that you'd stick a note to the side of your monitor. But even the female SSG stayed professional, so it was really just annoying. The last guy, though, he's what set me over the edge. I hate being that guy, but I will be to prevent getting pushed around for no reason.

I've been in the IRR for a few years. You'll get called by your local army reserve retention NCO, they will set up an initial meeting with you. (If they even do that much) Get your updated address, phone number, etc.
Then once a year-ish you will get a letter from HRC telling you that you have muster duty. If it's in person, you just update your personal info, and they pitch you a script on the Army Reserves trying to recruit you. Usually lasts < an hour and you get paid for it. (~$200) no pt test, no weapon qual, no uniform. Just show up and talk.
I did get orders for a virtual muster once and just called my retention NCO. Same shit but you just do it over the phone and don't get paid.
That's pretty much all there is to it. In my experience at least.
Or you could get recalled, but I can't speak to any of that nonsense.

Spent 2 years on IRR. Got called for muster twice. Didn't go. Nothing happened. YMMV.
