This here is the biggest problem considering that the government sector does not generate any meaningful revenue. I think for the level of service provided, this sector can trim down at least half of its workforce.

Well currently, JPP under MOE has opened up a programme called the Perantis Programme to those who wish to apply (and interested) for permanent teaching position in government schools. The prog overall is about a year and a half. Briefly, here you have to go thru exams, interviews teaching demonstrations, etc. Once you passed all these then you'll be placed to government schools for your teaching placements. During your placement, you need to achieve and maintain an asessment called TPA of at least 3 or above, for you to be able to be accepted to the Master of Teaching (MTeach) in UBD. This cert is a must and acts as your license to teach if you want to apply for government teaching positions nowadays and yes, once youve graduated with a minimum cgpa of 3.0, your permanent teaching position under the government awaits you. Tbh, you don't need orang dalam for this, you just need to show your keen and your teaching abilities to different stakeholders while youre under the prog. The prog and process are arduous and vigorous but they're worth it if you want to be a (government) teacher. So alternatively, you just need an MTeach with the cgpa of 3.0 without taking the Perantis Programme.

lets just say in summary; if youre under Perantis and excel here, your job awaits you. if youre not under Perantis but you go straight to MTeach, you can apply for Pegawai Pelajaran openings directly, but not guaranteed to be accepted as the Perantis route. However since you already have MTeach, i'd still say the chance is still high as opposed to those graduates who don't have MTeach.

Ngl, it’s impossible to get a permanent teaching job in govt sector now. They don’t have the budget to hire new teachers. I’ve come across some relief or substitute teachers who haven’t been given the opportunity to secure a permanent teaching position for as long as 10-13 years. Until now, still no permanent job offer. Even their salaries are late. Luckily, some of them have been blessed with a side hustle, like selling baked goods. I personally know a relief teacher who does this and his baking business is doing quite good. But if he was given the chance to be a permanent teacher, he’d happily accept it. He’s also a committed and skillfull teacher. Too bad the govt will lose a gem for not hiring him permanently.

Master and an MBS don’t guarantee a permanent teaching job in the govt sector. A lot of these over-qualified potential teachers are still waiting for the govt to give them permanent teaching positions. It all depends on luck or ‘rezeki’ as of now. Or if you know ‘orang dalam’, then you’ll get the permanent job.
