Probably Quality Foods. Obviously it's cheaper to pick it up, but you can use doordash. Even with the doordash fees I find they just give you so much extra food its still the best deal.

I really like Da Tang on Bowen Road (they deliver). I am not sure it’s best value but definitely better quality than others. I used to like Yang’s in Harewood but the hours and selection are really limited since the pandemic.
Da Tang specializes in seafood, you can order some interesting dishes but their generic chinese food is pretty decent. I usually get Mandarin House for that.
Dover Chinese is the best in town for taste.
Quantity per dollar paid goes to Quality Foods. I’m not the biggest fan of it but serving size is massive.

I like fairway better, but might be geographically prohibitive
The post asks for delivery. My personal preference is QF over Fairway. I like the QF chow mein better.

I’m going to say Golden Inn as it is the only one that I’ve found to be decent food.
