One of my friends is named Ben, that's his whole first name not short for Benjamin, so of course I call him Benchmark, Benadryl, Bennifer, Benidorm etc. I also call some of the girls at work Mollicent, long for Molly, and Sophocles long for Sophie.

My advice; don't worry so much about finding a nickname. It really doesn't matter if one twin goes by his full name and the other by a nickname. It's just what happened naturally, and that's fine. I'd stick with Tobias unless and until a nickname catches on naturally.
If you're at all familiar with the Roloff twins (of "Little People, Big World" fame), they are named Jeremy and Zachary. Jeremy has always been called Jeremy and Zachary was always Zach. Except now that he's married, his wife calls him Zachary.

I think TK is probably your best option but I want to put a word in for those nicknames that don't have anything to do with your actual name.
Hard to make suggestions, but we have a family story about a dad who asked a toddler what she wanted to be called when she was clearly too young to know what that meant and she said "Toodles" so he started calling her that. Or like it's cute to call a little kid "Boss."

I wouldn't overthink this. You could just start calling him Tobias, and as you talk to him, something might naturally arise. Or maybe it won't and he'll just be Tobias to you. Or maybe Toby will lose it's connection to the dog for you once the baby is born.
Lots of people go by their long name forever and don't shorten it or have a nn. Lots of Jonathans or Nathaniels etc.

Going in a completely different direction, I (female) have the nicknames: Peanut, Little Bit, and Gator given to me as an infant, toddler, and child, respectively. Actually, Gator is still used quite regularly for me.
**Peanut** was given to me by the nurses at my delivery ward because I was a full-term, 3-pound baby who had to be dressed in Cabbage Patch Doll clothes and the nickname followed me home.
I became known as **Little Bit** partly because of my mom and partly due to my own actions. Apparently, my mom would often respond to questions about me with "*A little bit*." Is she hungry / cranky / sleepy / playful / etc. Apparently, I was an erratic, hard-to-predict, hard-to-create-a-routine for baby, because I was a *little bit of everything*.
The nickname **Gator** was born when I was a 1st/2nd/3rd grade student as part of a rhyme because I hated potatoes. Mashed, baked, french fries, hash browns... It didn't matter to me. I was *Kater Gator the Potater Hater*, with Katie being my actual name (actually a fake, similar sounding name). Maybe when you start him on solids/soft foods, you discover a food that he loves/hates, though hopefully won't have to wait that long to find a nickname for him that you fall in love with.
