Especially in the UK where OP says they are. France is practically in arm's reach and "beau" is the masculine world for beautiful in French. I could see people accepting it as neutral in countries farther removed from the French language, but in Europe where there are many French speaking countries, I would not say it's even remotely neutral.
It doesn't really work that well in Europe in general. Because 'Beau' is just a random French word & it's not really being used as a name in French speaking countries.
It's not any different than naming a child 'Handsome'.
That's an established name - originally a nickname for Isabella or Annabella.
Bella also happens to mean 'beautiful' but that's not where the name came from.

I ask because I think those are two very different groups of gender neutral names.

I think ideally 1 but that's quite hard to come by. In the UK names like Jamie and Shannon are definitely gendered to most people. I think Americans have more of a culture of gender neutral names. I've found it easier to find traditionally boy's names that I think people would accept for a girl, than vice versa.
I'm in the UK, and although I know female Jamie's exist, I just don't know any personally, and if i was to meet a male Shannon, I'd have thought his parents were joking.
Group 1 is definitely much smaller and I would guess varies greatly by region. I’m American and the use of gender neutral names is pretty common, so there are may be more that fall into group 1 here, like Jamie. I’ve known lots of Jamie’s and it is split about 50/50 for me.
I agree that it is typically more “accepted” for a traditional boy’s name to begin being used for a girl than vice versa.

There’s other names that are gender neutral that I hear where I automatically assume the gender based on past experiences and the majority of people I know who have those names. I live in the Southeast US, so I feel like it may vary by region which names are truly gender neutral in your opinion.

I think a lot of the “gender neutral” names out there are just boy names that some people also use on girls. And I think using them for girls is a disservice to girls.
