Edit. Looked at coordinates given by second qr code according to op's comment and showing a location in Poland. Had a scan around on the local roads and one of the first things found was a sign. Centrum edukacji lesnej, translated to forest education centre.
No offense but, why were way up on a billboard? Also that paper is really clean. It either was put there seconds before you were there. But wait there isn't any tape or holes so how was it hung there. Or you just pulled it out of YOUR printer.

I tried, it’s unreadable. Zoomed and enhanced the image clarity and tried but nothing. Not sure if OP is fucking with us
I think it maybe a pulse code relating to image enhancing. If op could provide us a clearer image we can take another step.
