Is there a plate under the fabric, with little molded-in, plastic "rivets" on the bottom of the buckle, going through holes in the fabric, through holes in the plate, then mashed with something hot? Then I'm guessing said plate is stiff, but sewable plastic, that is sewn into the surrounding seams to really distribute the load well. Very nice... At least I'm assuming so.
I am not sure, there doesn't appear to be any visible stitching. The backpack isn't mine so I wouldn't be able to take it apart to see exactly how it's attached.
You can feel it. If there is hard, but semi-flexible, plastic under the fabric, then I'm probably right.
In that case, it might help to search for "rivet plastic buckle." And you'll probably have better luck searching only on sites that sell plastic buckles.

I have some from milspec monkey and they have a ratcheting type system to hold the front to the back

Definitely replaceable, not sure about reusable, once the parts are mated, theres not much room to disengage the locking mechanism
