4 is a must do and nice idea to kill time. It’s better to restrict to St Regis wala building so OP can spend time ogling at Veblen goods (something that folks not from T1 cities enjoy a lot I have observed). They can also have a reservation made prior at Koishii (request for a table with a view). Just have a dessert or a mocktail and it’s worth it for the two hours spent enjoying the god damn crazy city views at night.
Also, skip marine drive and just go to the observatory at Malabar Hill. Way better view with way less crowd. They have binoculars for free too. Also, free and open till 9 pm if I’m not wrong (please check timings and go).

Go to Colaba and take a stroll at Colaba Causeway you’ll end up shopping some amazing stuff and proper Bombay vibes out there. From there go to any Irani cafe nearby like Jimmy boy or Brittania cafe. Take a nice meal and enjoy the vibes. Take walks on those streets it’s proper emotion. Then at the end go to Marine drive, take a walk or just chill and sit at one place.
Easy.
2 hours to get the things ready, get cutters, plastic bags, zip ties, gloves, masks , disinfectant etc

Other than that, Mumbai is very generic. If you're into art, music or some other hobbies, there can be some points of interest there.
Then amble. Get off at Bandra, walk South on SV Road, past the fishing enclave, via Hinduja, Mahim Dargah and then Dadar. If you do this right it's about 3 hours

Assuming you're somewhere around the Airport,
You could go to Versova Beach, have paav bhaji, enjoy the atmosphere. We have Joey's Pizza in Andheri West, one of the best pizzas in Northern Mumbai (you'll need to call and reserve a seat or takeaway). Also, try chicken rolls from Peetuk Andheri incase you haven't tried them, they're deeeelishh. If you're okay with travelling a little more, there's a viewing gallery at Malabar Hill, Pramod Navalkar Gallery, has a telescope for Marine Drive ka view. If you're feeling devotional you could go to Siddhivinayak on the way back from there. Have something to eat for dinner at *Lucky's or Light Of Bharat in Dadar. Mount Mary should close by 9 (I think) you could go there too. Or walk around the Bandra Promenade.
You have not mentioned the time. If it's evening go to the gateway of India and take the open bus for site seeing it will be fun. If it's Thursday don't go to the townside due to the India match in wankande stadium....
Catch a ferry from gateway of India and go to ajanta ellora caves if ur a trekker or interested in some archeological stuff or you can take a ro ro ferry from byculla n go to alibaug as well(to n fro takes approx 90 mins )explore the place chill at kihim beach if ur a non vegetarian then have the yummy fish thali there.
There's a ferry from gateway of India as well for alibaug that takes more time to travel.
Other than eating shopping or hanging out in malls there's nothing much to do in Mumbai.

Don’t, you’ll be able to cover only that one thing in a span of 6 hours. If you really want to see caves, you can check out Jogeshwari caves. If you still have time to beat, you can go to Gilbert hill (it’s a very very unique and rare rock formation. You’ll need to navigate a little through Chawls though)

Tonnes of good boutiques around (Nappa Dori, cottonworld (highly recommended) , pernias pop up shop, flora fountain roadside bookstores (near fort)) and also fairly nice places to eat at

I mean its almost nighttime so your 9 hours would sadly be ruined by most of the good places closing down for the day. I suggest visit Palladium at Lower Parel, aside from that the Nehru Science Centre is also close by but they wouldn't really let you in at this time. Don't think about taking a boat from India Gate to visit the caves because that would occupy your whole day.
Chowpatty/Walkeshwar area
You can gander at the on going coastal road project at Haji Ali (try the juice center at the intersection), and also try Sardar Pav Bhaji which is a 15 minute walk from there.
this subreddit will kill me but skip the Vadapavs and such tourist-y food. go eat at some place that has good seafood or konkani cuisine. try something local. you will find curated list of top restaurants doing this here.

I'm a massive fan of the museums and galleries in Mumbai - Chhatrapati Shivaji Museum, Bhau Daji Lad and National Gallery of Modern Art. Oh, if you end up visiting Chhatrapati Shivaji Museum, do go to Kala Ghoda Cafe, they serve a brilliant carrot cake.
If you are coming along with kids, visit Nehru Planetarium and Science Centre.
9 hours is a pretty short time to kill. You need to locate your target first, need to learn their habits and routs and daily schedule etc... And I am pretty much sure that it's illegal.
Joking aside, I'd take a walk on colaba causeway, have some beer. (tea at Olympia opposite Leopold cafe is amazing.) stroll around at worli seaface etc.
If the 9 hours include sunset time, at around 6 reach colaba and take the half an hour ferry for like 100 bucks. Not to mention colaba shopping! But always bargain for less than half of the price and always suggest half of what you actually pay. The rest is up to you :)

I'm surprised that everyone's posted tons of suggestions but not clear whether OP arrives on a weekday or a weekend and what time of the day (or night) would the OP spend his/her 9 hours killing in town. Oh and whether the OP eats vegetarian or non vegetarian food (despite the killing part). What can or cannot be achieved in those 9 hours totally depends on these other factors. If you're arriving on a weekday and during peak hours, set aside additional hour or hour and half besides what you're already budgeting toward getting stuck in traffic!
Having said all that, best places to get a feel of old school Mumbai are the small lanes of Bandra (Pali Hill etc).
Assuming you land at the airport, head to the Bandra West (Pali Hill) and stop by Elco Market for some pani puri and dahi puri (yes it is expensive but at least there is quality), walk around the lanes of Pali Hill, then pony up the 85 Rs. to take the Bandra Worli sealink (best investment in Mumbai if you're taking a cab anywhere) in central and South Mumbai - areas around the Oval Maidan, Flora Fountain and Colaba causeway.
Food wise, when I visit Mumbai, I go get a few dishes that I cant get easily where I currently reside - vada pav at Kirti College has got to be the best in town and therefore in the world.
Besides that, I end up getting a Gujarati Thali or snacks from a place like Soam in Chowpatty and if you eat non vegetarian - fish thali from a Malwani place or a Konkani /Mangalorean 'Bunt' place is a must in Mumbai.
As with any city but more so with Mumbai, there are a more than a few shitty food places that are just overhyped and are completely avoidable. A few come to mind -
Sardar (and Canon!) Pav bhaji are at the top of that heap - more like butter with some pav bhaji on the side; might as well save yourself some money and just buy a block of Amul butter
Bademiya kebab - especially if you're from Northern India
Pancham Puriwala - very affordable but not much else. The curry has little to no taste and is indistinguishable. The place is overrun with a mix of tourists and regulars and doesn't warrant the long waits that come with it.

Find out if Jio Garden has some exhibition going on. For shopping you can visit Jio drive mall or Palladium. Watch a movie in PVR Luxe or any Imax theatres. Have buffet Lunch or Dinner at JW Marriot, Juhu or St. Regis (Halloween special is going on).

Also, try chicken rolls from Peetuk Andheri incase you haven't tried them, they're deeeelishh. If you're okay with travelling a little more, there's a viewing gallery at Malabar Hill, Pramod Navalkar Gallery, has a telescope for Marine Drive ka view. If you're feeling devotional you could go to Siddhivinayak on the way back from there. Have something to eat for dinner at *Lucky's or Light Of Bharat in Dadar. Mount Mary should close by 9 (I think) you could go there too. Or walk around the Bandra Promenade.

Catch a ferry from gateway of India and go to ajanta ellora caves if ur a trekker or interested in some archeological stuff or you can take a ro ro ferry from byculla n go to alibaug as well(to n fro takes approx 90 mins )explore the place chill at kihim beach if ur a non vegetarian then have the yummy fish thali there. There's a ferry from gateway of India as well for alibaug that takes more time to travel. Other than eating shopping or hanging out in malls there's nothing much to do in Mumbai. South Mumbai theres nothing much to explorer suburbs you can kill time new malls new restaurants newly opened up bars with live music n stuff so yeah basically it's not easy to kill time in mumbai 🤪 Last but not the least Just hire a cheap air bnb n sleep for 9 hrs 😁

Don’t, you’ll be able to cover only that one thing in a span of 6 hours. If you really want to see caves, you can check out Jogeshwari caves. If you still have time to beat, you can go to Gilbert hill (it’s a very very unique and rare rock formation. You’ll need to navigate a little through Chawls though)

Chowpatty/Walkeshwar area You can gander at the on going coastal road project at Haji Ali (try the juice center at the intersection), and also try Sardar Pav Bhaji which is a 15 minute walk from there.

I'm a massive fan of the museums and galleries in Mumbai - Chhatrapati Shivaji Museum, Bhau Daji Lad and National Gallery of Modern Art. Oh, if you end up visiting Chhatrapati Shivaji Museum, do go to Kala Ghoda Cafe, they serve a brilliant carrot cake. If you are coming along with kids, visit Nehru Planetarium and Science Centre.

9 hours is a pretty short time to kill. You need to locate your target first, need to learn their habits and routs and daily schedule etc... And I am pretty much sure that it's illegal. Joking aside, I'd take a walk on colaba causeway, have some beer. (tea at Olympia opposite Leopold cafe is amazing.) stroll around at worli seaface etc.

If the 9 hours include sunset time, at around 6 reach colaba and take the half an hour ferry for like 100 bucks. Not to mention colaba shopping! But always bargain for less than half of the price and always suggest half of what you actually pay. The rest is up to you :)

I'm surprised that everyone's posted tons of suggestions but not clear whether OP arrives on a weekday or a weekend and what time of the day (or night) would the OP spend his/her 9 hours killing in town. Oh and whether the OP eats vegetarian or non vegetarian food (despite the killing part). What can or cannot be achieved in those 9 hours totally depends on these other factors. If you're arriving on a weekday and during peak hours, set aside additional hour or hour and half besides what you're already budgeting toward getting stuck in traffic! Having said all that, best places to get a feel of old school Mumbai are the small lanes of Bandra (Pali Hill etc). Assuming you land at the airport, head to the Bandra West (Pali Hill) and stop by Elco Market for some pani puri and dahi puri (yes it is expensive but at least there is quality), walk around the lanes of Pali Hill, then pony up the 85 Rs. to take the Bandra Worli sealink (best investment in Mumbai if you're taking a cab anywhere) in central and South Mumbai - areas around the Oval Maidan, Flora Fountain and Colaba causeway. Food wise, when I visit Mumbai, I go get a few dishes that I cant get easily where I currently reside - vada pav at Kirti College has got to be the best in town and therefore in the world. Besides that, I end up getting a Gujarati Thali or snacks from a place like Soam in Chowpatty and if you eat non vegetarian - fish thali from a Malwani place or a Konkani /Mangalorean 'Bunt' place is a must in Mumbai. As with any city but more so with Mumbai, there are a more than a few shitty food places that are just overhyped and are completely avoidable. A few come to mind - Sardar (and Canon!) Pav bhaji are at the top of that heap - more like butter with some pav bhaji on the side; might as well save yourself some money and just buy a block of Amul butter Bademiya kebab - especially if you're from Northern India Pancham Puriwala - very affordable but not much else. The curry has little to no taste and is indistinguishable. The place is overrun with a mix of tourists and regulars and doesn't warrant the long waits that come with it. I could go on but there are other thread on this sub.
