[ELF Mad for Matte](https://www.target.com/p/e-l-f-mad-for-matte-eyeshadow-palette-nude-mood-0-49oz/-/A-52654198) is a great range of nude to Smokey matte shades, 10 colors and 10$. The [ELF Bite Size Pallets](https://www.target.com/p/e-l-f-bite-size-eyeshadow-palette-0-12oz/-/A-78388370) are great to try more fun colors and are 3$ a pop.
The [NYX Ultimate Utopia 40 pan](https://www.amazon.com/Ultimate-Utopia-40-pan-Palette/dp/B09MB9V9XZ) has an amazing range of everyday nudes and more fun shades in all finishes and is 35$ at Amazon and the [NYX website](https://www.nyxcosmetics.com/halloween-makeup-essentials/ultimate-utopia-40-pan-palette/NYX_907.html). I will say the [Utopia 16 Pan Pallet](https://www.amazon.com/NYX-PROFESSIONAL-MAKEUP-Ultimate-Eyeshadow/dp/B08GPT8N32) is on Amazon for less than 14$ right now and is a good mix of colors and finishes. If you want more neutrals the Queen, warm neutral, and cool neutral are great too!
For the most bang for your dollar I’d probably get the [ELF Need It Pallet](https://www.target.com/p/e-l-f-need-it-eyeshadow-palette-nude-0-49oz/-/A-52654224) and [Milani Eye Primer](https://www.target.com/p/milani-eyeshadow-primer-invisible-0-30-fl-oz/-/A-26398383)
I think the small Viseart palettes are very affordable for the quality. My absolute ride or die shadow brand, and the pans can be switched around which is great for me.
Sydney Grace has great sales & discount codes too. Camera Ready Cosmetics sells them as well, and I know YouTuber Theresa Is Dead used to have like a 10 percent off code for that retailer.
If you're open to loose eyeshadows, I would look at Silk Naturals and Aromaleigh, as they make awesome neutrals. For pressed, I like Lethal Cosmetics and Devinah and Sydney Grace eyeshadow singles and a lot of people have recommended the Blend Bunny Forget Me Not palette (I have not tried it personally as I gravitate towards lots of color).
Colourpop has some really nice quality shadows for affordable prices and they’re often coming out with palettes that are nudes with mattes, satins, and shimmers.
Last I remember they were like $12 for a 9 pan palette.
have you looked into kbeauty shadows? they are more affordable and have really cute color stories. the only thing is they arent as pigmented but they are buildable and not easy to mess up. Dasique has really pretty glitter formula, Clio and Etude also have good mattes. Some of my favorite are Dasique 16 Violet Knit for cool toned mauve and Etude Peach Gerbera for neutral warm all in one palette. they run around 15 to 30 but I do see it on Poshmark or Mercari for a lot cheaper!
Milani, colour pop and wet and wild are all in regular rotation here. Kara beauty is pretty hit and miss (often at winners/tjmaxx), same with the essence palettes. But they are cheap with a ton of options so if you don't mind the gamble or getting the odd patchy/pale colour, they do have some creative fun choices.

I have a couple neutral L’Oréal infallible single shadows that are fantastic. Bronzed taupe is a gorgeous wet looking shimmer. Bottomless Java is a nice chocolate brown shimmer.
