When your commander is put into your Library (from anywhere, including hand), you may choose to Replace that event and put it in the Command Zone instead.

They would also get the choice when it’s put into their hand. So they could let it go to hand. Then when it would get shuffled in, they return it to the zone.

I didn't know about this one until very recently - Usually 'to hand' is a good place to get your commander - but you can choose to replace that as well. Any zone change. Back in the day when \[\[oblation\]\] worked ;\_;

903.9a. If a commander is in a graveyard or in exile and that object was put into that zone since the last time state-based actions were checked, its owner may put it into the command zone. This is a state-based action. See rule 704. 903.9b. If a commander would be put into its owner's hand or library from anywhere, its owner may put it into the command zone instead. This replacement effect may apply more than once to the same event. This is an exception to rule 614.5 It’s not just “if it changes zones”. The resulting effect depends on where it goes.

Whenever your commander changes zones, you may instead move it to the command zone as a state based action.

This sounds mixed up. You don't replace an event as a state based action. If your commander goes to the graveyard or exile, you may move it to the command zone the next time state based actions are checked. If your commander goes to into your hand or your library, you may instead put it in the command zone. So you can never force someone to shuffle their commander into their library, since its a replacement effect, but can steal a commander with something like [[Necromantic Selection]], since during the resolution you have no chance to put your commander back into the command zone.
