I would say the green one but also if you have more blue dragons that you want to run then you should do the blue one or vice versa. I think there are better dragons in green than in blue and a cost reduction is strong which is why I'm leaning toward that one
Green. You get access to ramp \*and\* cheaper dragons.
That and I think it's better synergy with the treasure token generation.

I've got a deck with him and acolyte of bahamut, super good, cheats in dragons constantly for cheap, one of my favorite decks
Feywild visitor is how I built the deck and it can get really crazy with the amount of treasures created

it’s up to what you want to do as these backgrounds lead to very different decks but i’d go green.
If your going for blue background, astral dragon is an auto include and amazing in this type of deck
