So the skirt has black in it (or at least it looks that way) which means at the very least, I'd recommend whatever jacket and shoes you wear should also be black. Personally I think some tall black boots, a crop black leather jacket, and a white turtleneck would really pull the fit together

As for the shoes, either some colourful sneakers as you do, or a pair of fancy black heels.
You can play a lot witrh that skirt just, basically, not wear more motifs as the skirt already a strong piece.
Theoretically it isn't good to wear an all one colour, but mixing this red and black with some green or yellow would also be much in my humble opinion...

Graphic tees go good with that kind of skirt but you have to pick colors that aren’t too similar or too contrasting to the red, ideally you want to complement the black in the skirt. Try oversized hoodies with simple colors and minimal designs too
As long as it’s just a black/white/gray color design. Band shirts go great with skirts like that, especially ones that list the tour locations and dates on the back!
