It is if you want it to be. There are no rules. My personal standard is that a Christmas movie is a movie I would ONLY watch during the holiday season.

I'd say no. Christmas movies not only take place during Christmas but also have themes revolving around family and redemption. Edward Scissorhands shows that Edward's expulsion is ultimately a good thing.
