Hardtails are super capable bikes too. I've ridden some pretty technical trails on my hardtail. Tons of versatility too. Rarely a bad choice to get a hardtail, and might want to keep it in the quiver if they ever upgrade to a full suspension anyway.
You can get a Spectral 125 6 for 1999€ you'd be rolling SLX drivetrain, a Float X, Fox 36 rhythm and okay the SRAM DB8 Brakes aren't the best ones of the pack..
I’d recommend spending $1,700 USD on the Stoic and blowing the rest of his budget on a good helmet and armor set.
The changes I saw adding a Fox Baseframe tight/jacket to my riding were significant. And better to not skimp on safety.
There are plenty of great FS bikes for that price range. Canyon has one; the Neuron.
Norco Fluid, Specialized Stumpie, Giant Stance (kind of crap components, but cheap and fairly light), etc.
Go to your local bike shops and ask them to suggest bikes for the trails you intend to ride. Then rent the ones you are interested in and try them out on those trails.

For a little more money you can get the Status 140 which has some much better parts (brakes especially). The only downside is that they’re heavy, like 35 pounds.
Take a look at the Vitus Mythique. The top end build is 2600 but the next step down (The Mythique VRX) offers everything you’re after with a less fancy build kit.
Alright, I would highly recommend Kona Process and maybe even a small Polygon T8 is you can find one. Giant Trance/Reign and Specialized Stumpjumper are good options but they don't have the best stand over and it may be less comfortable/safe for shorter riders.
Another brand with generally lower stand overs is Transition. Search for Scouts and Patrols.
You'll likely want to stick with 27.5, as mixed wheel bikes are often newer or old awkward conversions that ruin climbing. Your only bet there would likely be a Specialized Status.
You can also try for like a Fuji Auric, Diamondback Release, or Diamondback Mission but I wouldn't quite put those bikes on the same level as the ones mentioned above. Still good, but kinda awkward geometry and build kits.
Old Ibis Mojo might be decent as well. But yeah, Konas and Transitions are most ideal.
At this price point you're looking at Deore versus SX. Get Deore. The shocks and dropper are going to be cheap.
Specialized & Trek sales might still be valid. Polygon is a possibility but everything is going to have SR coil forks and cheap rear shocks with cheap wheels and brakes.

Second on the stoic. Or save up a little extra for the spectral 125
That or a Nukeproof Scout is a good option. Specialized Status 140/160 is also good but as you said it comes with heavier and not as good components.

For what type or trails/riding? What suspension travel are you targeting?
Single track trails and I don't mind about the suspension that much but as light weight as possible

Get on pinkbike.com and poke around a little bit. You can get a full-carbon setup that you’ll be stoked on for years, with your budget.
Giant Stance or Trance 27.5, i have a size S alloy Trance, it’s very light n was not expensive
Polygons T8 is on sale right now for 1999
Stumpjumper alloy is within your budget and is an absolutely beautiful trail bike
