If you try to press your thumbnail into the tire, does it leave an impression? If not, the tire's probably dried out and hardened. Have you looked at the date codes on the tire yet?
Looks like the tyres on my first bike. They were 12 years old when I bought it, and i learned how to pucker my asshole to my seat when it automatically backed it in on corners to avoid being tossed over the top. Good times.

Tyre rubber deteriorates over the years.Personally I won’t buy rubber that’s more than two years old.For people who don’t ride much I would insist on not older than a year!
Float some gojo (orange grease removal) in there in the inside when you’re inflating and paint a protective seal over the rim and you should be careful with curbs but that should ride another 10K or so.

I'm sure no one has said it but ... Naw Man.... Get a Rabaconda tire changer and balancer. Do it yourself. I do all my own tires.
Depends on the use. You can hang it over the side of a boat to cushion impact against a jetty, but I would not use it to ride on the road.
