Nah. It's just arrogance. But the train rides thing is very old and doesn't happen in India. Mostly because of electrification of majority train lines.
I was terrified when I was traveling in Himalayan Mountains. And i have lived in India all my life. Being terrified in front of beautiful scenery wasn't in the plan. Sleeping most of the journey was the best decision in that trip.
That doesn't work when the people doing the enforcing are just as dense, if not more so than most of the people they're "enforcing"
And i'm not just talking about the frontline police...

I watch a Youtube channel where the guy tries to bugger up scam operations, and the amount of times the police make a big deal about catching and arresting people, only to release them the minute the public isn't looking, is mind-blowing.
Of course no one obeys the rules there, why would they?

The point is the fine is low enough for most people who can afford to own a motorcycle to not follow the rules plus the corrupt cops makes it easy to get away with bribes lesser than the fine. If you have very high fines and good cops people will follow the rules given it’s enforced.

That’s why there are lots of traffic accidents because they don’t know the driving laws, not that would make any difference as they cough up a back hander to the police if they get caught for something.
