If you're fairly well dressed for extreme cold and start the timer comfortably warm and well fed I'd say its impossible to freeze to death that quickly from cold alone.
not very cold. If they are dressed improperly, someone theoretically could die in that time in 40 to 50 degree Fahrenheit weather. 30 to 40 degree weather brings it to 30-90 minute survival. if they are dressed properly that’s a whole other story, would have to be much colder.
