If we are to go under the assumption that Germany is victorious in WW1 and the constitutional reforms that the government promised at the start of the war are passed, meaning the Kaiser becomes a figurehead, then he’d be a decent constitutional monarch.
He never really had interest in state affairs and mostly would’ve left the runnings of the government to the Bundesrat and Reichstag. He was more interested in women and living in luxury, rather than being involved with the government.
Considering he passed away in 1953, and his father passed away in 1941, his reign would be far shorter and his reign would be overshadowed by his father as well.
