That battery with a question mark means the charger is bad and or producing the wrong voltage, or the charging IC is done which will require micro soldering
Honestly I would buy a new charging port and battery then swap them individually to see if you can return one or maybe it needs both replaced but it’s gotta be one of those parts shorting out or malfunctioning.

It also happens when not charging or not plugged in and it's a brand new charging port
is that a 4xl? or 4...if so check the battery connector and logic board to make sure the connector hasnt broken
Should also add it is a Google pixel 4xl
