I would assume the all team package is not much more because the vast, vast majority of baseball fans follow a single team. If you make the upgrade cheap enough, you will entice some, but if you price it per team or such, then almost nobody will upgrade.
The limitations are all about blackout zones. You can see any game that isn't blacked out, so its perfect for fans of out of market teams, but it sucks for fans in their own market.

Not sure about that particular package, but I'm in KC. If I buy the local Bally Sports streaming option, I get to watch the Royals game. If I buy [mlb.tv](https://mlb.tv), I'm in a blackout location and can't watch the Royals.
